Which deck job do you need?
Most deck projects in the Portland area fall into one of four kinds of work, and a few combine them.
- A new deck. Footings, framing, boards, stairs and guards from scratch, and a permit if the walking surface will be more than 30 inches above the ground. New decks are what our Portland deck builders page is about.
- Repair or replacement. Soft boards, loose railings, moss and rot. Whether a deck can be repaired or has to be rebuilt depends on its frame; our page on deck repair and replacement explains how to tell, and when a rebuild needs a permit.
- Composite boards. Composite, capped composite or PVC instead of wood, on a new deck or on a sound existing frame. See composite deck builders for what the boards are made of and how their warranties work.
- A roof over the deck. Attached or freestanding, with its own permit limit of 200 square feet. See covered decks and deck roofs.

Common questions
Should I repair my deck or replace it?
The frame decides. If the posts, beams, joists and ledger are sound, the boards and railings can be repaired or replaced on the existing frame. If the frame is rotten or moving, the deck needs rebuilding, and a deck more than 30 inches above the ground then needs a permit like a new one.
Do I need a permit to add a roof over my deck?
In Oregon, a deck cover is exempt from a building permit only if it is not more than 200 square feet and not closer than 3 feet to the lot lines. Some cities add zoning or planning permits on top, including Portland and Oregon City.
